The retake system is unusual and can be harmful for those who do well on a quiz but then miss a lot of questions on a test. The teacher has the policy that that section of the test that was covered in a quiz was your chance to 'retake' already and will change your quiz grade if do better on test, however you are stuck with whatever you get on test no matter if you fail.
